State regulators release assessment of Idaho’s oil and gas regulatory program

Boise, Idaho – The State Oil and Gas Regulatory Exchange (SOGRE), an innovative regulatory improvement program created under the States First Initiative by two state-based organizations, finds Idaho’s oil and gas regulatory structure to be mostly in line with the regulatory practices of other oil and gas producing states, and provides guidance for Idaho as its regulation of oil and gas exploration, drilling and production continues to evolve.

OKLAHOMA CITY, OK – The States First Initiative has sent comments directly to the US Pipeline and Hazardous Materials Safety Administration (PHMSA) Administrator Marie Therese Dominguez in regards to the interim final rule (IFR) that was issued on December 14, 2016.

The IFR aims to revise the Federal pipeline safety regulations to address critical safety issues at underground natural gas storage facilities.

OKLAHOMA CITY, OK – The Interstate Oil and Gas Compact Commission (IOGCC) has released the 2015 Marginal Well Report that documents marginal well activity and the economic contribution of marginal production in the United States.

Despite current industry challenges, marginal wells remain in widespread operation across the country and continue to reliably produce a meaningful share of total domestic oil and natural gas output. According to the report,72.2 percent of all operating wells in the U.S. in 2015 are marginal.

Oklahoma City, OK - A national Natural Gas Storage Work Group led by states from across the country, the Interstate Oil and Gas Compact Commission (IOGCC) and Ground Water Protection Council (GWPC) announced today that it has begun collecting pertinent information from participating states to proactively aid in progressing state natural gas storage programs and addressing regulatory challenges.

The work group, which was formed last month, is an example of states working together to address common issues.

Work Group will examine regulatory regimens to ensure public safety and environmental protection

OKLAHOMA CITY, OK – State oil and gas regulatory agencies have partnered with the Interstate Oil and Gas Compact Commission (IOGCC) and Ground Water Protection Council (GWPC) to proactively address natural gas storage facilities and state regulations by forming a work group to recognize aging infrastructure concerns, identify technological advancements and determine the regulatory challenges.

State oil and gas regulatory agencies and geological surveys have partnered with the Interstate Oil &
Gas Compact Commission and Ground Water Protection Council to create a work group that will proactively discuss the possible association between recent seismic events occurring in multiple states and injection wells.

There are nearly 151,000 Class II Underground Injection Control (UIC) wells across the country used by the oil and natural gas industry to dispose of produced water or enhance resource recovery, according to U.S. Environmental Protection Agency data.

The Consumer Energy Alliance announced its support of the States First Initiative today – a state-led effort with programs aimed at facilitating multi-state collaboration and innovative regulatory solutions for oil and natural gas producing states.

The initiative, a partnership between the Interstate Oil & Gas Compact Commission and the Ground Water Protection Council, is committed to creating regulatory solutions and addressing emerging issues through innovative programs and state collaboration.

In a letter to American energy policy leaders, governors of 12 oil and natural gas producing states announced their support of the States First Initiative – an effort aimed at supporting and enhancing the role of the states as the primary and appropriate regulators of oil and gas development.
