Through IOGCC’s International committee, international affiliates have full access to information and resources of the Interstate Oil and Gas Compact Commission, as well as the opportunity to participate on IOGCC committees and activities, share experiences and information, together improve our knowledge and solve common problems, and study common issues facing every nation’s hydrocarbon recovery efforts.

Projects/topics:

The International Committee focused on two main issues at the IOGCC’s Business Meeting. The first issue was "Methods and Metrics to Assess the Solvency of a Company". The issue is critical from a regulatory perspective as corporate insolvency results in the regulator needing to address the inventory of infrastructure that no longer has a responsible party. A survey of 20 states and provinces was conducted and presented at the session for how each regulator manages the issue. In addition, Thomas Watters from S&P Global gave a presentation titled “S&P Credit Process and Ratings” as third party assessments, such as theirs, are used to inform regulators on solvency in a number of jurisdictions.

The second issue discussed was "Transfer of Infrastructure and Liabilities - Assessment Criteria and Considerations". This issue is at the core of regulatory responsibilities, as regulators endeavour to ensure infrastructure is always within the control of companies who have the operational and financial capability to address it. Similar to the first issue a survey of 20 states and provinces was conducted and presented at the session for how each regulator manages the issue. At the conclusion of the session, it was decided that the survey for this should be expanded and seek input from all members of the IOGCC.
